Overview

The Etxepare Basque Institute names Alava, Bizkaia, Gipuzkoa, Navarre, Labourd, Lower Navarre and Soule as Euskal Herria. Euskara has strong dialect variation alongside a modern standard, and the institute describes it as an isolate with no established link to any other living language family.

Bernart Etxepare printed Linguae Vasconum Primitiae in 1545. Euskaltzaindia was formed in 1919 and agreed on the written standard, Euskara Batua, in 1968. Schools and adult classes have widened learning beyond those who grew up speaking the language.

In a French-language essay, Iñaki Martínez de Luna summarises research by Eusko Ikaskuntza and Euskal Kultur Erakundea on how residents understand being Basque. He argues for inclusive, flexible understandings that respect the particularities of each territory, without setting an official rule for who belongs.
