Overview
Warao are an Indigenous people associated with the Orinoco delta in Venezuela, with communities also established in Brazil through recent migration. UNHCR’s regional overview connects their name with canoe travel and describes a history of internal diversity. Contemporary movement across a state border does not erase Indigenous identity, and nationality, refugee status and peoplehood are different categories. The sources selected here emphasize Brazilian experiences; they cannot stand for the whole Warao population or establish that everyone has migrated. Aggregate figures for several Indigenous peoples in humanitarian reports likewise should not be presented as Warao population totals.
An April 2023 UNHCR account follows Gardênia, a Warao woman who left her Venezuelan community in 2019 and travelled through Boa Vista and Manaus before settling in Warao Janoko in Belém. She described gaining confidence to question institutions and advise others through training and collective work. The report identifies her participation in Conselho Warao Ojiduna, an organization created by Indigenous refugees and migrants in Pará to pursue representation and rights. Her hopes for cultural and educational spaces remain attributed aspirations. This account shows a named woman’s leadership and organizing experience; it does not make the council the government of all Warao communities.
A June 2024 report documents cooperation around including Warao identity in Brazilian civil records. It names Conselho Warao Yorikuare Taeraja Ja among the organizations accompanying an early registration in Manaus and describes separate initiatives in Belém. The events concern access to documentation and recognition within particular administrative processes. They are not the origin of Warao identity or evidence that Indigenous belonging depends on a Brazilian document. The article also describes further conferences and support then planned, which should not be silently converted into completed measures. This is a historical institutional report, not individual legal advice or a comprehensive account of present procedures.
UNHCR also catalogues a revised and expanded second edition of Os Warao no Brasil, intended to improve understanding among institutions working with families. That purpose identifies the publication as an anthropological and service-oriented resource, rather than a universal statement of community beliefs. Only its complete catalogue description was examined here; the attached book, linked audiovisual series and statistical dashboard were not independently reviewed. The profile therefore preserves the distinction between named testimony, institutional reporting and a route to further reading.
