Overview

Selk’nam communities are living participants in the social and political life of Chile and Argentina, rather than only subjects of historical photographs. Chile’s Law 21.606, promulgated on 11 October 2023, amended the Indigenous Law to include Selk’nam among the peoples recognized by the state. The parliamentary library’s accompanying account describes the dispersal of surviving children after violence against their people and later efforts by descendants to obtain recognition. The legal amendment is a dated change in state recognition; it should not be treated as the beginning of the people’s existence or as a complete account of community membership.

A first-person history published by KsonTewte in 2020 recounts the formation of the Covadonga Ona community in Chile. It begins with meetings between families in 2014, describes the creation of a corporation in May 2015, and explains the subsequent adoption of a name intended to include a growing circle of families. The writer distinguishes public organizational work from private family life, declining to turn the latter into an unrestricted account for outsiders. This testimony documents a particular community’s organizing process, not a single government encompassing every Selk’nam person.

In a September 2024 essay, Hema’ny Molina Vargas explains how family memories and historical records inform cultural work through Fundación Hach Saye. She distinguishes this work from the corporation’s legislative campaign and connects learning with a renewed presence in Tierra del Fuego. Her account describes collaborative use of language recordings and archives, while rejecting projects that claim to recover the language without Selk’nam participation. It also describes the cultural school’s 2023 and 2024 courses, bringing historical, environmental and language education into dialogue. These are the author’s descriptions of a particular educational initiative, not evidence that every community uses identical teaching methods or that language fluency has been independently assessed.

Argentine documentation provides a separate institutional witness. An April 2018 Tierra del Fuego government notice addressed the Rafaela Ishton community and reported arrangements involving its electoral committee and the national Indigenous-affairs institute. The notice concerned updating a community voting register with reference to an earlier participation-council election. It demonstrates contemporary organization on the Argentine side of the island. Its dated procedures are not presented here as current membership advice. Together, these sources make regional and organizational differences visible without substituting a state register for community identity.
